Quebec & Canada Immigration Plans 2026–2028: Key Updates

On November 6, 2025, Quebec announced its new Immigration Levels Plan, and the Canadian federal governmentreleased the 2026–2028 Immigration Levels Plan, emphasizing stability, responsible growth, and support for new arrivals.

Quebec Immigration Highlights (2026)

  • Permanent Residents (PR): Target 45,000 (down from 48,500–51,500 in 2025)

    • Economic Immigration: 27,500–30,100 (64%)

    • Family Reunification: 9,600–10,400

    • Refugees: 5,500–6,000

    • Up to 54% will be current temporary residents in Quebec

  • Temporary Residents:

    • Maximum 55,700 foreign workers & 68,500 international students

    • By 2029: planned 13% reduction vs 2024

Important Policy Updates

  • Skilled Worker PR: Only PSTQ (Skilled Worker Selection Program) remains; PEQ ends Nov 19, 2025

  • Refugee Sponsorship: International applications paused until Dec 31, 2029

  • Temporary Foreign Workers: LMIA paused in Montréal & Laval until Dec 31, 2026; new French language requirement (NCLC 4) effective Dec 17, 2025, with 3-year transition

Canada Immigration Highlights (2026–2028)

  • Permanent Residents: Annual target 380,000 (economic, family, humanitarian)

  • Temporary Residents: New arrivals reduced from 673,650 (2025)385,000 (2026)370,000 (2027–2028)

  • Special Measures:

    • PR pathway for 33,000 temporary workers already in Canada

    • One-time PR for eligible protected persons
